It's not as strict in great or ultra league, and if you're in a mirror match and both players execute a charge attack on the same turn, higher attack goes first.
In Master League, you need as close to 100% as possible. Dialga is a case where it really, really needs 15/14/12 minimum.
I'm curious to see how that changes when they eventually introduce Origin Dialga, along with Roar of Time.
