Slow Start returns to its Japanese DP mechanics. The stat drop can't be undone by simply primal reverting and changing the ability. Note that Regigigas isn't a true embodiment of nature like Kyogre and Groudon (hence the massive power decay), so unlike them Primal Reversion doesn't happen automatically.
