This time they'll keep it pretty much a secret thanks to superior security on 3DS so there won't be datamining or hacking just like in Pokemon games on DS.
Leakers have only discovered these pokemon through normal playthrough, not by hacking inside the game to see data of all existing Pokemon. 69 is a disappointing number, but we'll have couple more event Pokemon during time.
