When you first enter the level, there will be a Vaporeon on your left. Orb it to make it swim quickly.
Moving past the whirlpool, also on your left you will see a crystabloom; orb that to get Vaporeon to come out from behind the rock. You can feed it with fluffruit here.
Continuing forward, when you're given the option to go the alternate path over the rock ledge towards the singing lapras, take it and there is a VERY well hidden crystabloom on your right side, just past the outcrop you float over and just before all of the lapras. Hit that with an orb, and near the end a Vaporeon will jump out of the water near the clamperl and do some poses. Hit it with an orb and play the music, and it should roll over onto its back to further prove that, unfortunately, it is the most compatible Pokemon.
