Aside form the 9 relevant decks, there is maybe other 9 in the "others", which are decks that won a significant tournament. I would love for you to name 18 viable pokemon decks right now, note that some of the shards, like the dragon links includes every variant of the deck.

Without to mention that switching in and out would now a much more interesting mechanic.
