You need to find the ruby and sapphire on the sevii islands and give them to bill's friend before trades can be made. Sadly Kanto and Hoenn can't be experienced on one cartridge alone. I actually had to buy a strategy guide for leaf green in 2004 because my internet connection was shit and I haven't discovered websites like bulbapedia yet.
