Out of all the 6 fire type Pokémon that can be found in Sinnoh, 3 of them live on the island you unlock after beating the game, one is a legendary (on the same island), and one is a starter.
If you don't want chimchar as your starter, the only other option for a fire type before beating the game is ponyta.
