And not only is Croagunk based on an animal found in rain forests, but it was originally only found living in a swamp. It even has Dry Skin, it's specifically designed for damp, wet environments.
That been said, I don't think it's a good idea to assume that this entire region will be one huge desert. There's more to the west than just deserts.
