More of a lethal joke entry, its moveset would revolve around its usage as one of Sinnoh's two premier HM slaves with the majority of its attacks drawing from that and other Normal and Water type moves. You were basically guaranteed to have this thing in your party at some point in Gen IV and given the fandom's general love of the little goof and its predecessor, it makes a great choice for a Gen Rep.
>B: Strength. A chargeable punch akin to the Mii Fighter's that can be charged up to four levels each harder to reach but with significantly more knockback each tier. At max, it becomes Focus Punch and acts essentially as Melee Rest.
>Side B: Surf. A surging wave of water erupts under Bibarel and carries it a distance with the rodent playfully balancing atop it. By pressing the button again, the mon does an arcing jump off of it and kicking off of whatever happens to be in the way ending with a graceful dismount.
>Down B: Moody. Bibarel steels its focus for a few seconds and for an equal amount of time, one attribute [weight, damage output, knockback growth, speed, charge time, or frame timing] is drastically increased while another is decreased in kind.
>Up B: Whirlpool. Bibarel spins rapidly, a cyclone of water raising it high before allowing it to spin and pirouette slowly through the air. If used on the ground, it has a slight vacuum effect.
>Taunts:
-Taking out a log and quickly carving it into the shape of a Gen IV mon
-Balancing an HM on its head as it's very used to such by this point
-Spaces out a bit, yawning referencing Unaware
>Stage: Lake Amity
A Great Bay style stage that's mainly a few platforms floating atop surprisingly deep water. Occasionally, the Lake Spirits show up to deliver random buffs to those they see fit [read: RNG]
