My proof is in Lance's quote:

His name is… Blue! He beat the Elite Four before you. He is the real Pokémon League champion!"The theory being that you become the Pokemon Champion by decimating the elite four and that's it. It just so happen that Blue beat you to it, and right then and there, it is established in the real world that you need to beat the reigning champ to become one yourself.
Which is the reason the "Champion" title is a thing from Gen II moving forwards.
Obviously... this doesn't apply in the remakes FRLG.
