My guess is it's either the LIGHTING created by the setting sun to make it LOOK like a Japanese Crane.
OR
It's a very small "reference" palette swap kind of variant for this time only: A fearow that is legitimately black and white like a Japanese crane.
Like, I wouldn't say a "Johto form", but maybe a "Johto Colouration" where Fearows have the black and white feathers of a japanese crane to make Johto feel more japaneasy.
It's probably the first guess though.
