I think I'm going to have to hand it off to that anon who posted the screenshot. Blaziken is at level 38 now, and considering I've only JUST arrived at Fallarbor Town, I can see how Blaziken might gain 5 more levels by the time you get to Flannery. As a matter of fact, Level 43 might be a conservative estimate. For Emerald at least, you don't have to grind. You can fight less than every Trainer in the game and get to that level. Will confirm shortly.
