I think Gamefreak simply doesn't have enough dev time to optimize the games, so they employ a really basic shitty approach of lowering texture quality in some places (town textures in SV often look awful, while in Arceus, all character models had literal N64 textures), limiting the framerate and resolution, and praying that everything works out. They should've fine-tuned the geometry and texture quality across the entire game to make it run stable, but with their deadlines, it's a miracle the game runs at all.
They really should just hire more fucking people already.
