Most animals don't do anything to deal with heat. Humans sweating and dogs panting are the exceptions. They need to vent heat quickly because they are marathon runners, most animals aren't. If a gardevoir was suffering through external high heat they already have ways to cool down. They can take take the blanket off, stand in the shade, and get something cold to drink.
