I would love a side game were the moves besides being learned, level up and change. For example: Scratch after 50 uses and reaching level 12 or higher can be changed to Fury Swipes then, after 40 uses and after level 25 change it to Slash. Also to learn some moves the Poke must be on a second stage of final evolution. Moves like Fly and Surf, if obviously you can't Fly on a Pidgey then it won't learn fly. I think we can have an alternative form like Sky Dive with 2 turns too and high crit chance 80Pwr/90Acc/20CritChance. Also if a Pokemon can't learn the next stage of the move then you won't be able to change for example, Rapidash can learn Bounce but it wont change to Acrobatics.
So basically, Pokes still learn moves but after some requirements you're offered to change it to a stronger version or alternative form. Being a last stage move doesnt mean a Pokemon can't learn it naturally. Also a lot of changes will be done to some movesets but I think this is a funny idea. Examples:
Gust - Air Cutter - Air Slash
Bounce - Acrobatics
Peck - Pluck - Drill Peck
Wing Attack - Steel Wing
Aerial Ace - Brave Bird
Tackle - Body Slam
Take Down - Double Edge
