I'm playing Soul Silver myself and I'm right before Clair's gym. Usually I don't like to have repeating types but I figured I could make it work. Feraligatr is physical and uses Waterfall while Kingdra can be specially focused and use Surf. I'm currently facing a small problem since I had planned on teaching Draco Meteor to Kingdra as part of my strategy against Clair, but because I had traded it to evolve it I reset its happiness and you apparently need max happiness for the tutor to teach you the move.
