Pikachu would now evolve into Raichu at L35 or so. Gorochu is now the Thunderstone evo. Pikachu isn't available until around Fuschia City.
Stat-wise, I'd say:
HP: 120
Attk - 110
Def - 80
Sp: 120 (Attack 120, def 110 after split)
Spd - 120
Gets a better version of static as ability in gen 3, which raises the paralyze chance to 40%
