I love the concept of legendary Pokemon. They're beasts that generally stay out of the eye of man, they're a rarity. Like think about it, why would the strongest being in a place need to stay hidden? It would make sense if man hasn't learned of their reproductive cycle because it is so rare and sparse. This would also explain why they are so few in numbers, if the lifespan of an animal is massive typically so too is the gap of time between birth rates, often they seem to have an inverse relationship along with the size of the creature as well. If the largest beasts that live an enourmously long time reproduce at an increbily slow rate then it would lend to the idea that the few living of a species would value survivability the highest of all. Perhaps their insane power is also a natural compensation to defend itself againat almost all possible predetors that typically sit at the top of a food chain successfully. Perhaps they began to become elusive because even through this insane power they couldn't overpower the technology and cooperation of man. Perhaps the power and camouflaging for survivability.
