Besides, noone gave a damn about 50/50 gender ratio of 'waifu' pokemon back then. If people wanted a waifu Gardevoir/Blaziken/Milotic, they would breed for one with the preferred gender.
GF never stated anything about how Gallade came to be and why. They might as well have designed him around the same time as Gardevoir, but kept him under wraps for a later gen.
They likely did the whole male-only thing on Gallade just to differentiate from gen2 split evolutions to older pokemon, IMO.
