If it isn't 31 you're numbers are purely shittier for no reason(and don't give me that 0 speed EVs bullshit. Everything that wants to outslow something will also have 0 speed, there's no strategy to be found there). There is 0, I repeat ZERO reason to not have the perfect IV in every stat. Your pikachu isn't unique, it's just shittier than every other usable Pikachu for no reason, and can never compete with another pikachu unless you set those numbers to 31 anyway.
Remove those numbers and nothing of value is lost. Competative will always use the most ideal numbers so nothing changes. Casuals don't even know the numbers exist so nothing changes for them. All we do is shave off alot of dead time in teambuilding and allow more casual players to slaughtered a little bit less and potentially learn.
