He's the first trainer in the game to have a full team. He uses Donphan/Furret/Ursaring/Tauros/Raichu/Rhydon, the highest at Lv. 42. Upon beating him he admits he stole the badge and gives up without any real development. Not that he was meant to be complex, he's just a punk after all.
I get my Psychobadge, enabling me to enter Victory Road via Viridian City.
I also noticed the kid blocking Viridian Forest is gone so I'm going to see how far it lets me go through Kanto this time.
