>>27492496Sounds plausible to me. I personally believe that Munna was designed for Generation 1 but was scrapped in favor of (or reworked into) the Drowzee line, but a programmer who was aware of this put the Picnicker's line that there should be a Pokémon like Munna in as an inside joke.
