Fact of the matter is, there was no reason whatsoever to halt Aqua's plans to calm the volcano because what they were doing would have, not only benefited water pokemon, but the tourist industry in Hoenn as well. Think about it, the highest peak in Hoenn a beautiful scenic lake with, probably, a hotel or some other festival like structure there... that would rake in the money and make Hoenn a more profitable nation.
Unfortunately, kids these days are brainwashed to do what everyone tells them to do. The young child was simply lead astray by Maxie's inane ramblings (he was also probably threatened with raped and molestation if he did not comply) under the guise that he was the 'good guy', when in fact, his crimes wrought against humanity number in the trillions.
Shame.
