Because they are. But that's more of a problem with the design itself.
It's inherently flawed and the animations actually need to deform its arms whenever they fold in or out.

I don't hate Decidueye - neutral, really - but you'd have to be a fool to think this is a good design.

It's because Decidueye uses a different model when it unfolds its wings. Even the official artwork used in the OP doesn't make sense if you think about it, the "cape" part of the left wing is much longer than the right one.
