I imagine when they weren't sure about what pokemon were going to be popular they kind of just randomly picked poliwhirl. Poliwhirl has a nice design as it is a good balance of cool, silly, and cute. They had alot of faith in poliwhirl but it just didn't really deliver. Even then it will always be my favorite, the design is perfect in my opinion.
