Depending on his IVs, he might cause Sun and be Fire type, cause Rain and be Water type, cause Sand and be Rock type, cause Snow/Hail and be Ice type, cause Fog and be Ghost type, or cause Strong Winds and be Flying type. That is obviously very powerful, but it would be exclusive to a frail, slow, weak pokemon. Maybe it could get a stat boost depending on what weather it forecasts, but it might have enough going for it as the only pokemon that can create Fog and the only other pokemon aside from Rayquaza that can make Strong Winds
