When they switched to 3D the games turned into trash because the gamefreak devs could only do concept art and all the 3D models and animations had to be outsourced. They could teach the gamefreak devs to animate and model in-house but that takes time and the pokemon company wants to rush out 1 major release per year. It's the same reason why budget =//= quality in anime, time and prior experience = quality.
