I spent about five minutes looking into it. Didn't spot any definitive statements either way, but I did see something about him wanting Pokedex entries to be "exciting and engaging", which implies that he has at least some input on them, and presumably signed off on them, at least in more recent generations.
As such, I'd say that Masuda-canon is that Pokedex entries are valid.
