VGC competitions actually offer scholarships for children, and get livestream coverage - Nintendo would not want to risk having a console brick up in on camera come time for Regionals and Worlds, so they'd hold Game Freak's feet to the fire in order to force them to fix it.
That leaves it a question of "how much damage will the game do until TPC notices?" Just as well it assumes that the even care about VGC whenever they can just phase it out for TCG anyway (just like they've been doing).
