https://en.wikipedia.org/wiki/Ao_(color) covers what English speakers would consider both blue and green. A lot of pokemon's colors shift slightly over time (like when EVERYONE got desaturated in the switch to 3D). The change from one shade of ao to another wouldn't seem as big of a deal to Japanese developers/players as it does to people who speak languages that differentiate between blue and green. Bulbasaur got the same treatment.
