They're mandated to be the LAST Nintendo-affiliated IP on any Nintendo system, because kids generally get their own special model of the Nintendo system in question, particularly when Pokémon appears on it, and they don't generally launch THAT until a year or two after the system release.
And as much as you want to piss and moan, Pokémon is a kid's franchise that actively targets 7 year olds as their primary market. Pokémon will never be a launch title, as they're not a Mario or Zelda, that hasn't appeared in a couple years (doubt Zelda's going to be a launch title, unless it's going to be LA remake style), they shit out a game or other content yearly almost, will have shat out 10 Gens in 30 years by next year's end. They're not the "killer app" you buy a games console for, unless you're the target audience and getting swept up in the hype.
