I know Gamefreak wants to keep him a villain so they can continue to milk Team Rocket nostalgia, but I would not be opposed to seeing some kind of Giovanni redemption arc. He can be like Silver, changed for the better, but with his smug asshole personality still intact. He doesn't even necessarily have to be a "good guy", either.
