It's not even that they weren't programmed, because in base SWSH where the cut Pokemon's data is supposed to be in correlation to the others, it's just chopped off, meaning they had to remove it (probably from porting data from the 3DS games; LGPE, while lacking models, has the entire stat pool of all Pokemon up to that point.)
There was that anon that claimed to have work with Game Freak who described the situation, and with what we know now, it's most likely the case that, because of Game Freak's overall incompetence and lack of experience on the Switch, they broke their model/animation importer with code specifically for SWSH and manually had to re-attach all the animations to the models. That's far less time than creating new ones but you still have to re-assign a ton of different animations to over 800 Pokemon (and forms) and then make sure they still look right since you now have changed them.
If that is true, it doesn't justify their exclusion, it just shines a brighter light on Game Freak's incompetence. That's also the claimed reason why Game Freak were so weird in discussing Dexit at first, because they didn't want to look they didn't know what they were doing and adding them 'back in' for free alongside the DLC might make it look like they were giving fans both a nice surprise and what they wanted.
