Actually, Dr. Fuji's involvement in Mewtwo's creation was arguably Shudo's original idea since before the remakes there was never any implication Fuji was even a scientist much less connected to Mewtwo's creation.
I've also read somewhere that Shudo influenced the creation of Lugia but I've also read Shudo gave himself more credit for Lugia's conception than what really happened.
