He would make this out of vengeance. After his team is murdered, in one last act of friendship, they give David their powers. This had made him more powerful and capable of using some Pokémon moves. But this has set his mind that humans are scum, and Pokémon were the only true innocent thing Arceus has created.
His plan is to make this sanctuary where all Pokémon live free, but also reeducating them to make them take over the world. Over time, those Pokémon can activate moves and evolutions that required human companionship, by themselves!
Finally, pull a Planet of the Apes attack where humans would be steamrolled by Pokémon. He is aware he is a name on that list as well, but he only replies "if is my destiny, then I shall accept it. After all: only a human can be capable of such cruelty".
I imagine his persona would be like Damon Gant: jovial, eccentric, and even friendly. But is all a facade. He is only smiling because he has transcended the emotion of Anger, and he can do nothing only but laugh.
