Step 3: Go into Project 64, use the standard N-Rage plugin for your controller plugin.
Step 4: Go to configure controller plugin, make sure all four controllers are plugged in.
Step 5: Go to the Controller Pak tab for controller 1. Make sure RawData is checked. Select Transfer Pak from the dropdown box. In the lower two fields, select the rom and matching save that you want to use in that controller's transfer pak.
Repeat for the other controllers, and you're good to go. Steer clear of using the GB Tower, Project64 really doesn't like emulating a game emulating another game. Everything else is 100% usable.
