Sure doing it this way would change the format of how pokemon typically plays (you would be expected to catch multiple of the same base pokemon for one), but that's not an inherently bad thing. For example, the main goal of the game would be to investiage and unlock all the avaliable pokemon's 'evloution potential' where a majority of pokemon you encounter in the wild and owned by other trainers follow the 'standard' evolution path, but there have been some documented cases of different evolutions from normal that haven't been verified and and no one has figured out what conditions caused the derivation.
You would have to go around and investigate, listen to rumors, observe pokemon behaviour and find other hints to what potential evos they have and how to cause them. The gym battles and E4 would be just there to facilitate training.
