Even then, Gen 6 and Gen 9 are outliers because of their power creep. Usually Smogon only bans a baker's dozen Pokemon per gen, and a good chunk of them are legendaries.
Showdown running faster is why 6v6 singles works on it, for what it's worth. That's the major difference. Pokemon Showdown is optimized for performance and speed. You can skip animations, there's a turn timer, and forfeiting is quick and painless. You can crank out a 50 turn 6v6 singles game on Showdown as fast as you can a 10 turn Doubles game on cart.
