Just by being Water/Fairy it's pretty much guaranteed to have a good moveset.
It all falls down to its hidden ability at this point.
As for the other two, it can easily go either way, but I can see it going better for the Whateveroar over Hoodwinked.
Though Hoodwinked does have a pretty damn good signature move that already gives it a niche.
Whateveroar's signature move is good but Defensive setups are a bit rare and none of the Pokemon who raise their Defense are weak to Dark.
