You have to go through Castro Forest, which is like Viridian Forest but twice as long, then you have to go through two routes, and THEN they stick the Power Plant in front of you filled with Self-Destructing Lv. 40 Voltorbs and Lv. 43 Electrodes (just if you get the fake item; other wild Pokémon are weaker than the last route). If you have to retreat and heal, you have to go all the way through that shit back to Castro Valley and then go through it a second time.
