In the code, Silph had 6 floors. Data on NPCs exists for the first 4. You’d be having a rematch with each gym leader and each trainer class.
Floor 1: Brock and Misty
Floor 2: Surge and Erika
Floor 3: Koga and an unused “Chief”
Floor 4: Sabrina and Blaine
With a handful of trainers on every floor as well, minus 6. Every trainer was unique. So a Lass or Youngster or Burglar would be on Floor 1 but Not Floor 4 for example. Giovani, the Rival, and Oak were the only trainers missing. There’s also data for a wild encounter on Floor 6: 4% chance of a Snorlax and a 1% chance for Mewtwo
So it’s hypothesised:
Floor 5: Giovani, Rival, and Oak
Floor 6: Chance to capture Mewtwo as a reward
You can actually fight Oak in Yellow with a bit of hacking. He uses level 60-70 Pokémon
