>>57867167Almost no one played by Smogon rules on cart at that time. Shoddy Battle was the primary way to play comp, and it released almost a year before Garchomp got banned. IIRC, the only reason it took so long was because Smogon was dragging their feet on banning non-legendaries.
Regardless, Garchomp was banned 1/3rd of the way into the gen and remains banned, so it counts as an Ubers Pokemon. Otherwise I'd count Toxapex as an OU Pokemon since it spent a good chunk of time in OU in Gen 9 despite finding itself in UU now.
