It was useless padding to make you turn back if you didn't have the mach bike, so that when you came back, the Mirage Tower would be gone. So you'd have to leave and come back again so it would be back, so you could conquer a braindead "puzzle" and break *one* rock. All for a fossil you already got in Ruby and Sapphire.
