Stealth rocks are fucking retarded though. They are low risk high reward on certain teams and damn pokemon weak to them to lower tiers. not for any legitimate weakness, just due to being weak to stealth rocks. It only controls the meta by restricting certain types.
Evasion clause makes snse since it allows all pokemon to use moves that they have normally and play to their strengths. Take Heracross, if it can't reliable hit megahorn its bug type is basically worthless as the only other usable bug move is bug bite and it doesn't even hit 100% of the time. If a Z-move doesn't kill the evasion abusing little bitch, it's over. Terrible idea.
