What you actually have circled are the rates of ingredient gathering vs skill trigger rate. In red, I've circled (from top to bottom): Estimated total number of berries gathered, number of ingredients gathered, and number of skills triggered per day.
The Lucario on the far right has skill up, but it gathers the same number of berries and ingredients as the neutral natured one.
The one next to it has ingredients up, but since it has a higher ingredient rate, it picks up less berries. It also has the same trigger rate and number of activations as the neutral nature.
