You don't need Raihan if you've got Steven, Marine can be substituted for N or Volker or even suicide zebra, Bea has to compete with every other fighting striker like Bunny May and Wally, Nessa had to compete with May and Cyrus, hell even Leon has to deal with stiff competition from every move type he covers (Sygna Red, Blue, Cynthia, Hilda, Silver, Maxie, etc.) Galar units can obviously be very effective but if you're saving for a possible seasonal you're not going to risk your gems on a pair you've already got coverage on.
