In Lysandre's case, the real purpose of Team Flare's scheme (Lysandre believes the poor are greedy and will never be satisfied with what they have) is only explained via his journal in the labs. Hence why people:

which, admittedly I can't 100% deny, It's meant to be irony/an indication that Lysandre's plan will fail regardless because he put too much stock into what the people he's recruiting have rather than said people's actual quality and thus is blind to the fact that his team is almost entirely made up of the type of people he's trying to get rid of.
Of course, none of this is helped by Team Flare never getting the second pass that Teams Magma/Aqua and Galactic did, so they lack polish.
