On a more of a humorous note, most of the non-plot legendaries in Explorers also pull from generic dialogue pools normal party members have. A good portion of them get placed in the "generic legendary" pool, like the weather trio and Giratina (for some reason, a few non-legendaries like female Empoleon and male Kingdra slipped into this pool), while others are placed into normal mon pools that feel fitting for them (like Entei sharing a male-exclusive pool for mons like Mightyena and Grovyle).
However, one strange exception to this is Moltres, who for some reason was given a female-exclusive dialogue pool for mons like Gardevoir, Mismagius, and Arcanine. This pool's personality is a lot more motherly and kind than other ones, with the Japanese script giving them more polite, proper dialogue, a feminine ufufu laugh, and referring to the protagonist as "[leader]-san". Besides Moltres and Phione (put in the "loli" dialogue pool), no other legendary was given generic female dialogue.
As a sidenote, a good chunk of the dialogue pools in the game are tied to gender, since the JP version gives most of the pools gendered personal pronouns (atashi/boku/ore and the likes).
Basically "mom" Moltres is official in PMD.
