I don't think they were ever going to actually get Shadow Lugia back because that would involve making a completely new model (every Pokemon model in Pokemon Go is straight from the mainline series, Shadow Lugia has only ever had one model and it was a spinoff model from 2005) and the only time Niantic has ever done something that intense with modeling was with Armored Mewtwo. But even then, Armored Mewtwo was to shill for the anime series. Shadow Lugia wouldn't be shilling anything.
What I don't understand though is why the fuck they randomly removed Giovanni for a month+ if they were going to do literally fuckall with it. Other Rocket events didn't suddenly banish Giovanni from existence before hand and this event isn't anything special compared to the usual Rocket event, so I have zero fucking clue as to why they felt the need to do it. inb4 the copypasta
