Ash has absolutely fallen short over and over and over again, he knows the pain of failure, just like this guy. When he asks Ash to carry the dreams of all those who couldn't make it, that includes every version of Ash that failed to win the league. That's why people talk about this scene and say this was evidence Ash was finally going to win, because it narratively only makes sense if you're trying to have Ash finally succeed, carrying *his* dreams across the finish line for the first time. This scene was absolutely perfect, one of the strongest in XY
